Q - What would be an inexpensive method for generating relatively small amounts of H2?

A: Depending on how much money you want to spend, the most accessible method of achieving your end is to buy or construct an elecrolyzer. Electrolysis is proven and simple method to obtain hydrogen. You can build a demonstration electrolyzer with a styrofoam cup, a popcicle stick, two nails and a 12-volt battery! Scale that up with more sophisticated components and you will find your optimum solution. I recommend taking a look at Home Power Magazine.
